The course begins by clarifying the scope of meteorology within ATS operations and aligning learning outcomes to competency levels 1–3, with direct reference to ICAO Annex 3, Annex 11, PANS-ATM (Doc 4444), and WMO-No. 49. Emphasis is placed on the operational role of controllers and flight information service officers in consuming, validating, and relaying MET information to support safety, capacity management, and efficiency across terminal and en-route environments.</p>
<p>Core concepts focus on the correct application of units of measurement used in aviation meteorology, including temperature, pressure, wind, visibility, cloud amount, precipitation, vertical speed, and altitude/height. Participants will practice essential conversions—such as inHg to hPa, m/s to knots, meters to feet, and Celsius to Kelvin—while maintaining consistency to avoid rounding errors in ATS coordination. The course also covers time and reference systems (UTC, date-time groups, validity periods), spatial references (true versus magnetic direction in MET, QNH/QFE/standard), and applied interpretation of MET products in clearances and briefings.</p>
<p>Building on this foundation, learners examine the operational relevance of meteorology to flow management, separation, runway configuration, fuel planning, alternates, and contingency procedures. The regulatory framework and product suite defined in Annex 3 and Annex 11 are treated in depth: METAR/SPECI, TAF, TREND, SIGMET/AIRMET, GAMET, wind/temperature aloft, aerodrome warnings, runway state reports, and specialized advisories for volcanic ash and tropical cyclones, including the use of WAFS gridded products. Dissemination pathways (OPMET, ATS–MET coordination, NOTAM versus MET messaging) are mapped to pre-tactical and tactical decision timelines relevant to ATS units.</p>

The course links these phenomena to practical ATS actions: issuing alerts, implementing flow restrictions, adjusting runway configurations, and integrating local systems such as LLWAS and TDWR where available. Case walk-throughs translate weather intelligence into sector strategies, including convective line management in TMAs, winter operations with icing risks, and low-level wind shear near thresholds.</p>
<p>Participants gain insight into the organization, duties, and workflows of meteorological services supporting ATS, including WAFS and WAFC roles, data distribution via SADIS and alternative services, and the functions of MWOs, VAACs, and TCACs. Standards and coordination mechanisms—Annex 3, Annex 11, regional ANPs, national regulations, LOAs, local procedures—are connected to operational triggers such as SIGMET issuance, aerodrome warnings, and collaborative decision-making in ATFM.
