Learners will interpret ICAO’s Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), and the 19 Annexes, with emphasis on Annex 2 (Rules of the Air) and Annex 11 (Air Traffic Services). Throughout, the course connects legal instruments to practical outcomes: how separation, flow measures, contingency planning, and cross-border coordination are shaped by SARPs, PANS-ATM (Doc 4444), and notified differences published via AIP and NOTAM.</p>
